Morrison Cohen’s Government Strategies & Controversies Practice was recently featured in New York Law Journal, highlighting the group’s rapid growth, integrated approach and expanding client demand.
The practice, which officially launched in March 2025, is a natural progression of the firm’s longstanding client work involving government-facing strategy and disputes. Its formation followed a major engagement representing Rexmark in a high-profile eminent domain dispute involving Washington’s Union Station, which concluded with a $505 million settlement in March 2025.
Since its launch, the practice has scaled quickly, with first-quarter 2026 revenue matching the group’s full-year 2025 performance. The team is led by Partner Y. David Scharf, Partner Kristin Roy and Policy Director and Counsel Jarrod Bernstein. The group has grown to nine attorneys, including the recent additions of Solomon Shinerock and former Mayor of Baltimore, Stephanie Rawlings-Blake, and plans to expand further to meet increasing client demand.
The article also highlights the group’s integrated, cross-disciplinary approach. Rather than operating as a standalone or siloed function, the practice is embedded within broader client advisory work, providing strategic guidance that draws on legal, regulatory and policy insight as part of day-to-day counsel, David explained.
A key differentiator is the team’s breadth of perspective. As Jarrod noted, the group’s experience across political and governmental environments enables it to address complex matters across jurisdictions and political contexts. He added, “It’s the diversity of thought and approach that really ends up providing value for the client.”
