Jarrod Bernstein advises public and private sector clients on issues regarding communications, government relations, crisis management and general strategy, often guiding them through times of uncertainty and transition.  

Jarrod has spent his career at the place where law, government and crisis intersect — and he knows what it looks like from both sides. Before joining Morrison Cohen, he served in senior roles in the Obama and Bloomberg administrations, ultimately serving as Acting Assistant Secretary for Intergovernmental Affairs at the Department of Homeland Security under Secretary Janet Napolitano. When Hurricane Sandy hit, he was dispatched by the White House to coordinate the federal government's response on the ground in New York City, serving as the direct liaison between the White House, FEMA and the Mayor.

At Morrison Cohen, Jarrod helps lead the Government Strategies and Controversies practice. He advises CEOs, executives, developers and public companies navigating federal and state regulatory scrutiny, high-stakes government matters, and the kind of controversies that live at the intersection of law, politics and public perception. He also advises clients seeking to build or protect relationships with federal, state and local government, bringing directly to bear a national network built over two decades at the highest levels of government. His practice spans industries including energy, real estate, financial services and digital assets.

What distinguishes Jarrod's approach is the range of tools he brings to a matter. He assembles and coordinates the full team a situation requires — legal counsel, PR firms, lobbyists, government officials, security consultants — and simultaneously manages the outcome in the courtroom and in the court of public opinion. He thrives on problems that don't fit neatly into a single practice area.

Beyond his legal practice, Jarrod serves as 1st Assistant Chief and EMT with the Saltaire Volunteer Fire Company, a role that reflects a simple conviction: the best crisis advisors have actually been in the field. He is a member of the New York City Bar Association's Civic Education Task Force and serves on the advisory board of Team Rubicon, the international disaster relief organization. He was named to City & State New York's Responsible 100 list in 2024.

Assistant Secretary to Department of Homeland Security (DHS) Secretary Janet Napolitano

  • Coordinated DHS’s outreach to mayors and governors during crises, including the BP Deepwater Horizon Oil Spill, the earthquake in Haiti and the H1N1 outbreak
  • Responsible for the dissemination of intelligence information to state and local governments during periods of increased threat; built out DHS’s cyber response policy
  • Coordinated the federal government's response in the aftermath of Hurricane Sandy and acted as a liaison between the White House, FEMA, Mayor Bloomberg and other elected officials

  • President Obama’s liaison to the American Jewish Community; developed targeted communication plans for outreach to the Jewish community and the governments of Israel and other Middle East nations

  • Conducted community relations on behalf of Mayor Bloomberg; supervised city responses to community crises

Press Secretary and Senior Advisor to the Commissioner, NYC Office of Emergency Management  (OEM)

  • Chief spokesman for NYC OEM; managed citywide public information campaigns during dozens of large-scale emergencies; authored New York's City’s Emergency Public Information Plan and launched widely-acclaimed “Ready New York” preparedness campaign

  • General Counsel to Tom Secunda and the Secunda Family Foundation, Bloomberg Resilience Team; head of multimillion dollar disaster response and recovery effort to help the U.S. Virgin Islands recover from Hurricanes Irma and Maria

  • Senior Vice President, MWW Group, one of the largest independently owned public relations firms; provided strategic advice and counsel to clients in the airlines, healthcare, hospitality and technology industries
